Arc-flash energy and corresponding heat-flux levels should not be considered primarily in terms of voltage. A 480V system may have a greater available energy level than a 4160V system due to protection differences and the regeneration effects of downstream loads.
An arc-flash hazard analysis should be performed if live work is to be undertaken in the vicinity of an exposed conductor. These studies can be expensive but from a safety standpoint are a necessity in order to properly select correct PPE.
